Prime Minister Shri Narendra Modi Distributes More than 51,000 Appointment Letters to the Newly Appointed Youth in Government at 20th Rozgar Mela

 

Guwahati, 19 September, 2026: Prime Minister Shri Narendra Modi distributed more than 51,000 appointment letters to newly appointed youth in various government organisations at the 20th Rozgar Mela today via video conferencing. Addressing on the occasion, he emphasised that this milestone brings immense joy to thousands of families, serving as a tribute to both the personal hard work of the candidates and the immense sacrifices made by their parents. "I wish you all the very best for this new beginning in life,” remarked Shri Modi.

Union Minister of Ports, Shipping & Waterways, Sarbananda Sonowal joined virtually at the Rozgar Mela in Rangmahal, Maligaon where 128 successful candidates received appointment letters here today. The candidates were recruited into the Central Bureau of Indirect Taxes & Customs (CBIC), Central Bureau of Direct Taxes (CBDT), Border Security Force (BSF), Controller General of Defence Accounts (CGDA), Central Industrial Security Force (CISF), Jal Shakti, Inland Waterways Authority of India (IWAI), OIL, India Post, Indian Railways among others.

Welcoming the new appointees into the Government of India as the nation marches toward the monumental milestone of a developed nation by 2047, the Prime Minister emphasised the pivotal role of youth in continuously empowering the twin campaigns of a developed and self-reliant India through every administrative decision. He highlighted their special responsibility toward fellow youth, noting that the talent and skills of the younger generation have captured the world's trust, fuelling immense global expectations from Indian innovators, entrepreneurs, and youth power."The world has high hopes from our innovators, our entrepreneurs, and our youth power,” asserted Shri Modi.

Reflecting on the recently concluded BRICS Summit, the Prime Minister stated that the administration’s strategy is to expand international cooperation far beyond traditional government-to-government interactions. He explained that initiatives like BRICS CONNECT and the BRICS MSME Cooperation Portal are designed to integrate entrepreneurs, farmers, women, and the youth directly into global partnerships. "Everyone should become an active participant in this partnership,” noted Shri Modi.

Highlighting the economic diplomacy of the past few years, the Prime Minister pointed out that Free Trade Agreements with approximately 40 countries are unlocking unprecedented career possibilities. He emphasized that these agreements forge new markets and dynamic partnerships for domestic entrepreneurs while expanding career horizons for the youth. "These Free Trade Agreements are creating new doors of possibilities for our youth,” affirmed Shri Modi.

Detailing the government's sustained focus on future-ready skilling, the Prime Minister listed transformative initiatives such as the National Education Policy, the Skill India Mission, the Pradhan Mantri Kaushal Vikas Yojana, and efforts to promote apprenticeships. He highlighted the PM-SETU scheme, which is modernizing one thousand government ITIs with an investment of 60,000 crore rupees alongside direct industry participation. "Our endeavor is that the education and skills of the youth keep pace with the needs of the changing economy,” asserted Shri Modi.

Praising the explosive growth of the domestic startup ecosystem, the Prime Minister celebrated the nation's position as the world's third-largest startup hub, noting that nearly half of recognized startups now hail from tier-two and tier-three cities. He commended the youth from smaller towns for actively working on their ideas, building companies, and generating new employment opportunities for their peers. "Today the youth from villages, towns, and small cities are also playing a major role in India's new economy,” observed Shri Modi.

Outlining the strategy to boost private sector employment, the Prime Minister highlighted the Pradhan Mantri Viksit Bharat Rojgar Yojana, a massive one lakh crore rupee initiative aiming to introduce two crore youths into the formal workforce for the first time. He detailed that the scheme offers up to 15,000 rupees in incentives for first-time employees while also financially rewarding employers who generate new jobs. "The government is working on every front to increase employment in the country,” affirmed Shri Modi.

Connecting job creation to robust macroeconomic health, the Prime Minister explained that new youth opportunities emerge only when the economy grows, investments increase, and new industries expand. He highlighted the nation's impressive 7.8 percent growth rate and a 12 percent surge in investments during the first quarter, noting that rating agencies are upgrading the nation's economic outlook despite pervasive global uncertainties. "The reforms of the past years have a major contribution behind this growth of India,” noted Shri Modi.

Directing the new officials to embrace an era of continuous administrative transformation, the Prime Minister stressed the critical need to simplify tax compliance, enhance the ease of doing business, implement reforms in education and skilling, and open new sectors to innovation. He tasked the young bureaucrats with ensuring that the momentum of governance improvements remains unstoppable throughout their tenures. "It is necessary that the Reform Express in the country runs continuously at full speed,” asserted Shri Modi.

Invoking his poetic remarks about claiming the sun, the sea, the boat, and the sailor to conquer the waves, the Prime Minister challenged the new recruits to match this courage by championing the deep aspirations of the country's youth. He insisted that every file signature and every administrative decision must actively clear hurdles, allow ideas to flourish, and promote innovation-driven investment that ultimately creates employment. "Your signature on every file should be one that advances youth aspirations,” affirmed Shri Modi.

Appealing to their personal journeys, the Prime Minister urged the fresh appointees to utilize their new authority within the government system with deep empathy. He advised them to actively dismantle the bureaucratic hurdles they themselves faced before joining the service. "Your effort should be that the difficulties you have gone through, other youths should not have to go through them,” remarked Shri Modi.

Encouraging a mindset of lifelong learning in a rapidly changing world, the Prime Minister directed the recruits to continuously upgrade their skills and master new technologies through the Mission Karmayogi framework. He noted that the 'Karmayogi Prarambh' module has been specifically designed to help new entrants navigate the system, joining the 1.7 crore employees already on the iGOT platform. "The more you improve yourself, the better you will be able to serve the citizens of the country,” affirmed Shri Modi.

Emphasizing that the true strength of any government lies in public trust, the Prime Minister reminded the recruits that their daily work, from processing elderly pensions to student scholarships and farmer subsidies, directly impacts common lives. He stressed that their behavior, efficiency, honesty, and sensitivity will ultimately define the citizen's personal experience with the state. "Your behavior, your sensitivity, your efficiency, your honesty, all this will determine what that citizen's experience with the government is like,” observed Shri Modi.

Concluding his address with a powerful administrative mantra, the Prime Minister called upon the new officials to adopt the philosophy of 'Nagrik Devo Bhava' (The Citizen is Divine) in their daily service, equating citizen service to national service. He expressed his unwavering belief that they will fulfill their duties with utmost dedication and service across all departments. "Your success will be even greater when your work makes a citizen's life easier,” affirmed Shri Modi.

In Guwahati, interacting with the appointees at Rang Mahal in Maligaon, Union Minister Sarbananda Sonowal said, ”Today, 128 young appointees have joined the CBIC, CBDT, BSF, CISF, IWAI, Railways and other vital institutions of the nation — this is ‘Yuva Shakti’ finding its true calling in nation-building. Under the visionary leadership of Prime Minister Shri Narendra Modi ji, we have created an India where the talent, energy and ambition of our youth is not just recognised but actively channelled into shaping the country's future. Every appointment letter handed out today is proof of that vision at work.”

Sarbananda Sonowal further added, ”When our Yuva Shakti finds dignified employment and our Nari Shakti gains genuine economic independence, we are not just creating jobs — we are building the social security net that every Indian family deserves.
