Fee for Affiliated Colleges
Guwahati, May 27, 2026 : Gauhati University wishes to clarify certain concerns raised regarding the fee structure associated with the implementation of the Four-Year Undergraduate Programme (FYUGP).
The contention made by ACPC that Gauhati University has increased the fees payable by colleges to the University by “almost four-fold” is not supported by facts. Such a claim presents a misleading picture and does not adequately reflect the rationale, regulatory provisions, and comparative framework underlying the proposed revision.
It may be noted that while notifying the Standard Operating Procedure (SOP) for the implementation of the 4th year under the FYUGP framework, provision was made for payment of a one-time permission fee for the newly introduced 4th year. This provision has been incorporated in continuation of the existing fee structure and regulatory principles already in force.
Under the fee structure notified in 2018, every new college was required to pay a one-time permission fee separately for commencement of the 1st, 2nd, and 3rd years. Following the same established principle, the provision has now been extended to include the 4th year as well. Since the introduction of the 4th year is a new academic component applicable uniformly to all affiliated colleges, inclusion of a one-time permission fee became necessary within the existing regulatory framework.
Accordingly, the fee is applicable in the same manner as the permission fee prescribed for any new college, programme, or course and should not be construed as an arbitrary enhancement of fees.
Further, it is clarified that colleges are not required to pay any additional affiliation fee for introducing the 4th year under the FYUGP. The affiliation fee is programme-specific in nature and is not determined by the number of years or semesters within a programme. Therefore, extension of a programme from three years to four years under the FYUGP framework does not attract any separate or additional affiliation fee.
Gauhati University remains committed to the effective implementation of the National Education Policy (NEP) 2020 and continues to work in close coordination with affiliated colleges to ensure academic quality, transparency, and institutional development in the larger interest of higher education in Assam.
Gauhati University wishes to clarify certain misleading information circulated in sections of the media regarding the revision of fees for affiliated colleges. The University has revised the affiliation and permission fees after a gap of seven years, the previous revision having been made in 2018. The revised fee structure is implemented following recommendations of the Finance Committee which is a statutory body of the University.
It is important to note that the increase in affiliation and permission fees is only around 15% over the last seven years and has been undertaken keeping in view administrative and academic requirements.
Gauhati University respectfully requests all concerned to verify facts with the University administration before communicating or circulating any information among the public or through the media.
